Zimbabwe Strengthens Legal Capacity in Mining Sector through High-Level Workshop organized by the ALSF

The African Legal Support Facility (ALSF) successfully hosted a three-day capacity building workshop from May 12 to 14, 2025, in Victoria Falls, Zimbabwe.

A three-day legal capacity-building workshop was concluded in Victoria Falls, Zimbabwe, marking a significant step forward in Zimbabwe’s efforts to enhance governance and legal expertise in the mining sector. Organized in response to an official request by the Government of Zimbabwe, the initiative focused on equipping government officials with the legal tools necessary to navigate the complexities of mining agreements and sector governance.

Facilitated by the international Law Firm Mayer Brown LLP in collaboration with Gill, Godlonton & Gerrans, the workshop brought together key representatives from critical government institutions, including the Ministry of Mines and Mining Development, the Zimbabwe Investment Development Agency (ZIDA), the Attorney General’s Office, and the Minerals Marketing Corporation of Zimbabwe (MMCZ).

Over the course of the training, participants engaged in dynamic discussions around legislative reforms, contract negotiation, tender processes, and the development of robust mining agreements. A major highlight was the exploration of international best practices, offering valuable insights from jurisdictions with comparable experiences in resource governance.

“This workshop was truly enriching,” noted Hon. Dr. Eng. Caleb Makwiranzou, Deputy Minister for Oil and Gas. “We are grateful to the ALSF for its continued support and the opportunity to strengthen our understanding of Zimbabwe’s mining legal framework.”

The workshop was widely praised for its practical relevance and depth of discussion, fostering a collaborative environment for knowledge exchange and forward-thinking strategies. It has laid a solid foundation for addressing regulatory challenges and unlocking investment potential in Zimbabwe’s growing mining sector.

The African Legal Support Facility team present in Victoria Falls, comprising Ms. Aida Mademe SYLLA, Program Officer and Ms. Mariame - Yolande BAH, Legal Counsel, commended the commitment of the Zimbabwean authorities during the training workshop and reiterated its willingness to support the country in the implementation of its mining projects.
