The ALSF supports the Central African Republic in building its capacity for transparent and optimal management of its public debt

Bangui, Central African Republic, 08 October 2024 - About 40 Central African Republic government staff have benefited from a training workshop on debt management and restructuring in the Central African Republic. This capacity building workshop was organised and facilitated by the African Legal Support Facility (the “ALSF’” or the “Facility”) from 08 to 11 October 2024, in collaboration with law firms, namely: White & Case LLP and Bizon Ingénierie Juridique and strategic, economic and financial advisory firm, Global Sovereign Advisory.

The aim of the workshop was to train senior officials from Central African government departments, including the Office of the President of the Republic, the National Assembly, the Prime Minister's Office, the Ministry of Finance and the Budget, the Ministry of the Economy, Planning and International Cooperation and the Bank of Central African States.

In his opening speech at the seminar, Mr Wamata YAMBOUKA, Chief of Staff at the Ministry of Finance and Budget, expressed his gratitude to the Facility for its unfailing support to the country in implementing its reforms towards transparent and optimal management of its public debt.

More specifically, this workshop comes at a time when the country is implementing a new debt management strategy. The experts discussed key issues such as sovereign debt trends and strategies, importance of a medium-term management strategy and debt sustainability analysis, international financial architecture and causes of over-indebtedness or default, as well as some lessons drawn from recent restructures, particularly in Africa.

A team from the Facility, comprising Mariame-Yolande BAH, Legal Adviser and Regional Coordinator for North and Central Africa, and Alain-Stéphane MOULOT, responsible for capacity building activities in the public finance sector, welcomed the commitment of the Central African Republic authorities during the training and reiterated its willingness to support the country in implementing its projects in the public finance sector.
 

ALSF at a glance

ALSF was established in 2008 as an international organisation under the umbrella of the African Development Bank. It assists African governments in negotiating complex commercial transactions, providing legal and technical assistance and developing capacity-building tools in the key sectors of infrastructure and public-private partnerships (PPP), energy, natural resources and extractive industries, as well as sovereign debt issues and disputes with creditors.
