The ALSF builds the capacity of members of the Malagasy government and administrators of the Madagascar Sovereign Wealth Fund (“Fonds Souverain Malagasy”)

Antananarivo, Republic of Madagascar, 12 May 2025 

From 12 to 14 May, the African Legal Support Facility (the “ALSF” or the “Facility”), in collaboration with law firms Baker McKenzie LLP and HK Jurifisc, hosted a capacity building workshop in Antananarivo for administrators of the Madagascar Sovereign Wealth Fund (FSM)

and key government officials involved in its implementation. The objective of the workshop was to equip participants with the essential legal, financial, and strategic tools for effective and sustainable management of sovereign wealth funds (SWFs).

In his opening remarks, Mr. Tsirey RASOLONDRAIBE, Director General of the FSM, expressed his appreciation to the ALSF and its partners for their valuable technical support. He emphasized the strategic importance of SWFs as catalysts for economic transformation, particularly in resource-rich nations such as Madagascar.

This workshop is part of a broader continental momentum, as an increasing number of African countries establish and operationalise SWFs to better manage strategic resources, strengthen economic resilience and support the financing of long-term development projects. The sessions focused on international best practices in legal structuring, governance frameworks, and investment strategies, tailored to the Malagasy context through interactive case studies and knowledge-sharing discussions.

Mr. Alain-Stéphane MOULOT, who leads the capacity building activities at the ALSF, commended the strong commitment demonstrated by the Malagasy authorities. He reiterated the Facility’s continued support to ensure that the FSM is aligned with international standards and delivers tangible benefits to the Malagasy people.

This workshop marks the first step in a broader ALSF project to support the FSM in fully realising its mandate and potential, positioning it as a key instrument for national development.

ALSF at a glance

Established by the African Development Bank in 2008, the ALSF assists African governments in negotiating complex commercial transactions, providing legal and technical assistance and developing capacity building tools in the key sectors of infrastructure and public-private partnerships, energy, natural resources and extractive industries, as well as on sovereign finance and creditor disputes.
