The African Legal Support Facility support to the federal government of Somalia

The African Legal Support Facility (ALSF) concluded a week-long capacity building workshop for officials from the Federal Government of Somalia (FGS) in Dar es Salaam, Tanzania as part of the ALSF support to the FGS regarding the implementation of the recently renegotiated Mogadishu Port concession agreement (the “Project”).

On 07 October 2020, the FGS, with the assistance of the ALSF successfully completed the renegotiation of the Port of Mogadishu concession agreement with the Turkish port operator Albayrak (the “Concession Agreement”). Following execution of the Concession Agreement, the FGS requested the ALSF for support in the implementation of the Concession Agreement. The ALSF, together with its advisors Clyde &Co LLP have since August 2021 been assisting the FGS with compliance of its obligations under the Concession Agreement.

From  the 28th of February 2022 to 04th March 2022, 8 FGS officials were trained on the use of an electronic Compliance Matrix in respect of the Concession Agreement. The easy-to-use electronic tool will allow for the FGS officials to manage the Concession Agreement efficiently and to quickly identify and comply with its obligations under the Agreement.

 

About the ALSF

Established by the African Development Bank in 2008, the ALSF assists African governments in negotiating complex commercial transactions, providing legal and technical assistance and developing capacity building tools in the key sectors of infrastructure and public-private partnerships, energy, natural resources and extractive industries, as well as on sovereign debt and creditor disputes.
