Participation of the ALSF at the International Financial Conference on the Sovereign Debt of CEMAC Member States

The first edition of the International Financial Conference on the Sovereign Debt of CEMAC Member States was held from 10 to 11 April 2025, in Yaoundé, Cameroon, under the theme: Sovereign Debt of CEMAC Member States and Restructuring Opportunities”.

The event brought together high-level government representatives from CEMAC (Economic and Monetary Community of Central Africa) member states, officials from multilateral institutions, sovereign debt experts, and private sector actors. Discussions focused on the challenges related to public debt sustainability in the sub-region and helped identify concrete avenues for debt restructuring.

The African Legal Support Facility (ALSF) actively participated in the conference bringing its vast legal and technical expertise to several high-level panel discussions.

Ms. Mariame - Yolande BAH, Legal Counsel and Regional Coordinator for North and Central Africa, provided insights on the legal and regulatory frameworks applicable to sovereign debt; as well as on transaction structuring and financing documentation. Mr. Alain-Stéphane MOULOT, Sovereign Finance Capacity Building Officer, shared practical perspectives on debt restructuring mechanisms relevant to the CEMAC region.

The ALSF’s engagement in this inaugural conference reflects its broader mandate to foster sound debt management practices across Africa and its mission to deliver tailored legal and technical support to African countries navigating complex debt challenges.
