Mamadou Ciré DIALLO is Legal Consultant for the AMLA (Africa Mining Legislation Atlas) project, which is jointly implemented by ALSF and the World Bank Group ("WBG"). He joined ALSF in January 2024.
As Legal Consultant, Mamadou Ciré works to: Facilitate the ALSF Secretariat's implementation of ALSF's activities related to AMLA; Supervise the Legal Research Team ("LRT") on mining legislation; Contribute to the development of AMLA's materials (training and dissemination materials, practical guide) and knowledge products, and any other tasks requested by ALSF.
Before joining ALSF, Mamadou Ciré carried out several consultancy and study assignments with various public and private players. In particular, he worked with the Guinean Ministry of Planning and International Cooperation, the Sofreco consultancy firm (Société Française de Réalisation, d'Études et de Conseil) in Paris in 2022 and 2023, the FERDI think-tank (Fondation pour les Études et Recherches sur le Développement International) in Clermont-Ferrand, France, in 2020 and 2022, and Thinking Africa in 2020. Mr. DIALLO also has experience with the law firms AF Legal Law Firm, Dakar 2020 and 2023, and Sylla&Partners, Conakry in 2019.
Mr. DIALLO Mamadou Ciré is a researcher in public law, specializing in mineral resources law (mining and petroleum law). He conducted his research at the Universities of Clermont Auvergne (UCA) in France and Cheikh Anta Diop de Dakar (UCAD) in Senegal, where he obtained his master's degree in 2018.
